Yes and No. Many think Coney Island is just amusement parks, when in reality, Coney Island is a community. While some attractions are open all year round, some attractions are only open during the spring throughfall months. Nothing is open 24 hours a day. Each venue has their own operating hours.

From May 1st to Oct 1st leashed dogs are permitted on the boardwalk but not on the beach.
Bike riding and rollerblading are permitted between 5 AM to 10 AM.
No, smoking is prohibited at public beaches and parks.
If the photoshoot or filming will take place on the beach or boardwalk, it must be cleared with the NYC Parks Department and a permit must be obtained. Please visit https://www.nycgovparks.org/permits for more information. If you are looking to do a photoshoot or film inside one of the amusement parks, you must speak directly with the venue.

Outside the train station on Stillwell Avenue you will find a row of Taxis.
Restrooms are located on the boardwalk at W 8th Street, Stillwell Avenue, W 17th Street and W 21st Street.
Restrooms are also located inside of Luna Park, Deno's Wonder Wheel and Nathan's Famous at their Surf Avenue location.

FDNY and the NYPD are stationed all throughout Coney Island in the event of an emergency. There is also an independent EMT service located inside of Luna Park (lot A) near their guest service window.
